Yes,  users with Contribute permission for the SharePoint Site where DocuSign is installed can sign or send documents for signature from a SharePoint Online library.

SharePoint site owners must first install DocuSign for SharePoint Online, as outlined in the DocuSign eSignature for SharePoint Online Quick Guide and must have DocuSign sender access to send documents for signature.
